flutter : flutter run failed

I am trying to run the flutter app by command

flutter run


but it gives me the following error :

there are many reasons why you get error - Could not get resources:
some are them is as below :
1. internet is not connected. try to connect to the internet. and then run flutter run
2. give proper permission to the app.
