JDBC Error :: Communications link failure

i found following error with
com.mysql.jdbc.exceptions.jdbc4.CommunicationsException: Communications link failure

probably error with url


        conn = DriverManager.getConnection(url, user, password);


url should be like


        String url = "jdbc:mysql://localhost:3306/adm";

link string should be like this

drivername:database://server:port/database-name

i stuck with this error ::
com.mysql.jdbc.exceptions.jdbc4.CommunicationsException: Communications link failure

and i tried so much thing but finally i found that my MySQL server is not started. i start the server and it remove error "Communications link failure "
